As part of the government's Plan for Change, tenants in poorly rated properties are expected to be hundreds of pounds better off, with projected energy bill savings of around £240 per year. The new standards aim to eliminate cold, draughty homes that have led to higher heating costs and financial strain on renters.

While 48% of private rented homes in England already have an EPC rating of C or higher, the government wants to extend this standard across the sector. This will require landlords to invest in energy-saving measures such as loft insulation, cavity wall insulation, and double glazing. There is also a cap of £15,000 per property for improvement costs, with support available through schemes like the Boiler Upgrade Scheme and the Warm Homes: Local Grant.
